The Penn Hills Capital Improvements Program is a useful tool for the future growth of Penn Hills and preparation of the 2024 Annual Budget. The Penn Hills Charter requires that the Capital Improvements Program be adopted in September followed by the adoption of the Annual Budget in December. It is the intent of the Charter that Mayor and Council adopt long range plans and objectives for the orderly growth of the Municipality.
